Following the introduction of the electricity at work regulations by the health and safety executive on the 1st April 1990. There is now a legal responsibility of the employer to protect his employee from the risk of electrical shock and fire hazards from portable appliances.

With this in mind we have set up a small works department with the benefit of computer software back-up. So not only can we carry out regular inspection of portable appliances using the most up to date equipment, but also, on completion of inspection, provide you with an ongoing record in the form of a printed report.

Safety Testing

The following practices are widely established and are laid down in Health & Safety and IEE documents. All of these we can provide to you as part of a regular, planned inspection service.

1. Visually Inspect for signs of damage or deterioration including casing, plugs, terminals and cable sheath.
2. Carry out an Earth Continuity test.
3. Carry out relevant Insulation tests.
4. The test results should be recorded to allow future comparison and any defects found should be remedied and recorded.

The system that is recommended includes: -

a. ensuring that the overall task is someone's specific responsbility.

b. keeping a logbook of test results to ensure all equipment is examined, and at the right time.

c. marking of individual pieces of equipment.

This last item is essential when an item fails an Applicance Safety Check and must be taken out of service. It is also needed as part of a control system for 'healthy' pieces of equipment to be marked with dated "PASS" labels which make it clear to the user when the next test is due.

Test Programme

Appliance testing consists of the following test.


1. EARTH BOND
2. INSULATION
3. FLASH TEST
4. LOAD TEST
5. EARTH LEAKAGE TEST
6. VISUAL INSPECTION

Appliance Safety Testing should be performed: -

• Where appliances are used by employees.
• Where customers may use your appliance (e.g. Hospitals, Hotels and Retail outlets).
• Where you supply appliances: including Manufacturers, Importers and Rental Firms.
• Where customers use your "Professional Services" (e.g. Appliance Repairers).
